GLAMORGAN CHESS ASSOCIATION
RULES
OF PLAY FOR LEAGUE MATCHES
Preamble
(i) All games shall be played in accordance
with the official code of the Laws of Chess as compiled by FIDE, including
where relevant laws relating to quickplay finishes and adjournments.
(ii) In the event of a contradiction between FIDE rules and League
rules, League rules shall apply.
(iii) Smoking is prohibited within the
playing room for all EGCA events.
(iv) Players will be allowed to take mobiles
into the playing room, but are requested where possible to have ring-tones
switched off, and should not make outgoing calls during a match.
(v) Fixture lists, as sent out to all clubs by the Ex.D. shall
contain no fixtures later than 30th April.
(vi) Teams/players are expected to compete in the league on a
fair and friendly basis. A league
subcommittee including the Rules Director will consider all disputed cases.
(vii) There is no reference to exceptional
circumstances, within the rules, but the league subcommittee in (vi) will
decide on matters regarding infringement of the rules, including any necessary
penalties, and take into account any exceptional circumstances reported.
(viii) The Ex.D. may use his discretion in any
reference to fixed dates/times in respect of any student teams.
League Structure
1. Each match shall be played over 5
boards, with the away side taking White on the odd-numbered boards.
2. Positions in the League shall be decided first on game
points, then on match points (2 points for a win, and 1 point for a draw), then
on game points between the teams involved.

(a) The League shall consist of
Divisions of ten teams who shall play each other on an all-play-all home and
away basis except in the lowest Division where the Ex.D. will use his
discretion.
(b) (i) Promotion and relegation will be on the
basis of three up and three down.
(ii) Each
season, at least one team shall be relegated from each division except the
lowest. Numbers shall be made up when necessary by first reducing relegation
places to one team, then by increasing promotion places.
4. Results Notification
Results must be notified to the Ex.D.
of the league within 7 days of the match either by a result card or by e-mail.
Where e-mail is used, the result card should be kept until the AGM for
verification purposes. The results card should be signed by both captains and
indicate which team it came from by circling the team name.
Fixtures and Rearrangements
5(a) The Ex.D. will send fixtures to club
secretaries at least 14 days in advance of a team’s first match of the season.
(b)
Where two or more teams from the
same club play in the same division, the club's two highest ranking teams shall
meet within the first three rounds of the season.
(c) Clubs may rearrange any matches by
agreement, and notify the new date to the Ex.D. subject to
(i) No
match is to be arranged later than 14th May.
(ii) The
rearranged date must be no later than 8 weeks of the original match date,
unless the rearrangement is simply an exchange of home and away matches
involving those teams.
(d) Teams
wishing to rearrange a match must give their opponents at least a fortnight’s
notice of the need to rearrange. The
league subcommittee may advise a team of possible disciplinary measures if, after
the start of October, that team needs to rearrange more than 2 matches.
(e) A club needing to rearrange a match, and
unable to give a fortnight’s notice, can only do so with the agreement of their
opponents; both clubs should bear in mind the comments (vi) and (vii) in the
preamble.
6. Withdrawals
(a) All matches in the league must be
played. A team which is unable to
fulfil any fixture will be withdrawn from the league, and if allowed back the
following season will have to restart in the lowest division. Once any game is played in a match, the
fixture has been fulfilled
(b) Where a team is expelled
or withdraws from the league, that team's results for the
season will be annulled, except where a team has played at least one match
against every other team in that division, in which case the result of the
first match only against every other team will stand.
7. Time
(a) Rate of Play
In the first session, the rate of
play shall be 35 moves in 75 minutes and 7 moves every 15 minutes thereafter; or
if both teams agree, the first time control may be 42 moves in 90 minutes.
Whenever a time control is reached, both clocks must be turned back 15 minutes.
(b) If both players are in agreement, their
game may be played to a conclusion in one session with all moves to be
completed in 75 minutes
(c) If
both players are in agreement and a digital clock is available, the game may be
played to a time control of 35 moves in 65 minutes, with a 15 second per move
increment.
Before
agreeing this time limit, the home player must state at what time the premises
will close. If after 70 moves or any
subsequent 10 moves are made, the premises are closing imminently then the game
must be adjudicated.
(d) Any game that is adjourned must be
played to a finish in the second session i.e. no adjudication. At the start of the 2nd session,
the clocks are to be adjusted so that the total time for each player for the
game (including the first session) will be 2hr 30min and all moves are then to
be completed within the available time.
(e) Special
Rate of Play (May)
Any match that is rearranged into
May must be played to a finish on the night, the time limit to be 75 minutes
for all moves.
8 Players’
Team and Game Restrictions
(a) Club
Restriction
Players shall not play for more than one
club in Association League matches in one season except by permission of the
Ex.D. in consultation with the Chairman and Secretary. (See also Appendix 1-3)
(b) Nominations
(i) Nominations
Clubs with more than one team in the League must send to the Ex.D., before the first match, lists of 4 nominated players for each team except the two lowest, and a list of 3 nominated players for the next to lowest team. Nominated players will not be able to play for a lower team, and will not be able to play against the team for which they are nominated. Clubs will only be allowed to renominate after Round 12 in exceptional circumstances.
(ii) Games
Requirement
Nominated
players shall be required to play at least 1/3 of the games a team plays in a
season, taken to the nearest whole number.
For a 10 team division this is 6 games.
(c)
Game Numbers Restrictions
Players with a grade under 1400 may play an unlimited
number of games for their club in the league.
For other players, the maximum
number of games that a player can play in the league shall be 30 games. In
exceptional circumstances the Ex.D. may allow more games to be played.
A player may play a maximum
of 3 games against any opposing team in one season.
A player may play for at most two
teams in a Division.
(d) Team Ordering
Team captains will arrange
players within teams within a tolerance of 100 points for an adult and 150
points for a junior U-18 on the 1st September.
9. Default of Games
(a) Effect on Counts
When a team defaults a board in a match, the
opponents must name a player on that board to score the game point.
The game will not count towards that
player's total of games played in the season as required in Rule 8(c), but will
count towards the number of games a nominated player must play in a season as
required in Rule 8(b)(ii).
(b) Clubs should make every effort to ensure
that defaults occur on the lowest boards upwards, otherwise penalties may be
incurred.
(c) If a player fails to arrive, a substitute
may be nominated up to one hour after the starting time.
(d) When team lists are exchanged, a captain whose team members
are not all present may ask the opposing captain whether certain specified
player(s) play on any board(s) allowed by EG grading restrictions, or on the
lowest board(s). The opposing captain
shall make this decision and the Ex.D. shall be informed of this. In this event no penalty points for infringement
of Rule 8d by the specified player(s) will be applied.
10.
Adjournments and Adjudications
Options
At the call of time, the player on move
must, without stopping the clocks, do one of the following:
(a) agree a result
(b) (i) state whether he wishes to adjourn
or adjudicate.
(ii) If he states he wishes to adjudicate,
the opponent must then state whether he wishes to adjourn or adjudicate.
If a player on move is waiting for a
decision from his opponent about playing on, he should seal his next move
whilst waiting - this move not counting should the game go for adjudication.
If both players have agreed to
adjudicate, clocks are now stopped.
Where players are adjudicating, a
proposal of a draw at the call of time stands until the opponent decides after
looking at the game whether to accept or proceed to adjudication with a claim
to win.
Information relating to
adjudications is printed on the adjudication form and where relevant is taken
as part of these rules.
In
the event of an adjournment, the player whose turn it is to move must seal his
next move within the current 7 moves in 15 min time control, and after both
players have signed over the seal, hand the envelope to the opponent. Players
should ensure that their clock times are noted on the envelope and that the
time consumed to this point can be calculated.
The home team is responsible for the
provision of envelopes, and in the event they fail to do so, either their last
move, or a move they must now ‘seal’ will be an open sealed move.
Venue
and Dates
The player not seeking continuation
shall have choice of venue and within 7 days of the original match, shall offer
the opponent reasonable dates which are within 6 weeks of the date on which the
match was played. The opponent shall
accept one of the dates offered, and both players shall inform the Ex.D. of
this date.
The league subcommittee will have
the right to score a game 0-0 if any adjourned game result has not been
reported within 7 weeks of the original match date, or 14th May, whichever is
the earlier. The Ex.D. should be informed within 10 days of the match date if
no date has been agreed.
APPENDIX
1. Player
Club Registration
A player shall play only for the
club with which he is registered, and may only be registered with one club at
any one time.
2. Transferring
A player may, however, transfer to another
club by cancelling his original registration then being re-registered with his
new club. Once re-registered, he may
then play for his new club. (See also rule 8(a))
3. Transfer
Fee
A 'transfer fee' payable to the Association,
equivalent to the original registration fee must be paid.
4. Association
Events
Any player who participates in events
organised by the Association must be registered, unless such events are
designated 'Open'.
5. Registration
Fees
Registration fees are to be paid direct to
the treasurer along with the
appropriate WCU registration fee and
the relevant forms (in quadruplicate - photocopies are acceptable).

6. Registration Period
All players are to be registered within 28
days of their first league match.
Anyone not registered within this 28
day period will have a surcharge of £1 added to their registration fee.
Minor
League Rules
1. General
The normal East Glamorgan Team
Competition Rules shall apply except as amended by these rules.
2. Time
Limit
Each player
shall have 1 hour and 5 minutes on the clock in which to complete all the moves
of the game. (Quickplay Finish Rules shall apply)
3. Start
Time
Matches shall start at 7:00 pm or
earlier by agreement.
4. Nominations
All clubs entering more than one
team in the minor league will send to the Ex.D. and the (Minor League
Controller), the names of two nominated players for all its teams except the
last, prior to playing its third match of the season.
5. Team
Composition
(i) All
matches must be supervised by an adult appointed by the home team. The supervising adult can be a member of the
home team.
(ii) Each
team must include at least two juniors.
A junior is defined as a person who is under the age of 18 on the 1st
September of the season in question.
(iii) All matches shall be played over 4 boards.
6. Grading
Restrictions
Only the
following categories of player shall be eligible to play in a Minor League
team:
(i) Players
with a grade of 1350 or below
(ii) Ungraded
players unless they have attained a grade of 1400 or above in the 5 years
preceding the year in question
7. Colours
The away team
shall play with the White pieces on the odd numbered boards and the Black
pieces on the even numbered boards.
8. Quickplay
Finish
The quickplay finish rules shall
apply in the Minor League.
